Job Description

VDOT’s Culpeper District Structure and Bridge Section is seeking an engineer to design and manage the development of engineering plans for Six Year Plan (SYP) bridge projects and repair and maintenance of bridges and roadway structures of varying types and complexity. Incumbent will design and analyze new structures and structural elements for replacing and rehabilitating existing structures; perform load ratings and maintenance evaluations of new and existing structures; check structural plans and shop drawings prepared by others to ensure completeness, accuracy, and high quality engineering design and detailing practices. Provide technical guidance on structural design issues from the preliminary engineering process through construction. Develop detailed design plans and cost estimates for structure replacement and repair projects. Develop project scopes and estimates and implement procedures to manage project development from preliminary engineering through construction. Manage project budgets utilizing project management applications to ensure budgetary objectives are met. Communicate program directives to project team members and provide status reports. Manage communication and coordination between project team members and stakeholders. Schedules and coordinates team meetings and milestone reviews. Review estimated quantities and cost of materials, equipment and labor while effectively managing projects and adjusting priorities to ensure assigned projects are completed within established time schedules and budgets.


This position is designated as essential and, as such, all duties associated with the job are required during emergency situations which may include but are not limited to inclement weather, disaster response, and emergency operations. Performance of these duties may require work outside of normal business hours including nights, weekends and holidays. VDOT will determine when essential positions are required to report.

Minimum Qualifications

Knowledge of civil engineering principles and practices related to structural engineering to include structural steel design, reinforced and pre-stressed concrete design. Ability to understand and apply engineering principles and design standards. Ability to plan, coordinate, and manage the work of interdisciplinary teams on multiple projects. Knowledge of project management practices and of the transportation project development and integration process; and of state laws, policies, and regulations related to transportation program delivery. Knowledge of project scheduling and budgeting practices, and experience developing maintenance and construction contracts. Skill in the use of Integrated Project Manager, MicroStation or other CADD programs, MS Project or similar scheduling software and Microsoft Office applications. Ability to positively represent the agency to stakeholders effectively both orally and in writing. A valid driver’s license required.

Preferred Qualifications

Experience in bridge design engineering, repair, and rehabilitation. Experience performing structural analysis and ratings of existing bridge structures. Skill in the use of Department approved design software. Experience managing projects and/or consultant contracts. Degree in Civil Engineering or related field, Fundamentals of Engineering (FE) or Professional Engineer (PE) or certification as a Project Management Professional (PMP) considered a plus.

Special Requirements

As duties require, must have ability to work in diverse conditions to include working at heights, over and in water, and exposure to inspects, animals, irregular terrains, as well as working in confined spaces, close proximity to heavy traffic and inclement weather. Requires approved safety shoes.
