Each iteration
        Identify the minimum scheduled TIME over any scheduled item
        Extract all the items scheduled for that TIME
        Sort those items by their ORDERING (lower numbers first)
                Items with the same ORDERING are randomly shuffled
        Execute the items in the resulting order
