I thin it's just that they were added to the MAKEFILE after v16 was already released. There hasn't been another version put out since then, so they haven't been added to the .jar on the official site. I imagine v17 will have them though, along with a number of other improvements (such as better neighbor handling).

You can always get the source off the SVN and build your own jar, if you know how... unless somebody has an updated jar they can mail you. The one I'm using is a little outdated by now.
