Take note of the attached dissertation fellowship.  Those at appropriate 
stages (either during dissertation research or dissertation write-up) 
should definitely seek to apply for fellowships from outside the 
university.  It's good for you and good for all of us (in keeping 
assistantships available for those who need them.)
