INCOSE WMA October 2020 Monthly Meeting: Agile In Government – Observations From The Field by Dr. Subash Kafle and Dr. Shakila Khan

Governments in their effort to modernize their environments are migrating away from traditional waterfall towards more agile approaches that allows for iterative delivery cycle and changing business needs[1]. Government has responded with preference for agencies to adopt agile practices throughout the systems engineering life cycle (SELC) especially within the Defense and civilian Federal government agencies [2]. Agile practices and frameworks have been used across private sector and industries for the last two decades [3] and the acceptance of the agile approach has skyrocketed due its usability, scalability, and effectiveness in software development, project management, and other design and development practices.
This interactive presentation will discuss and present the U.S. Government challenges and opportunities and common agency strategic themes for agile adoption and implementation. Additionally, the insights from the State of Agile report will be discussed.
Dr. Subash Kafle has been supporting different federally funded research and development centers (FFRDC) at MITRE Corporation for past 10 years. Major technical areas for which he provided SME support included early systems engineering domains such as Strategy and Planning; Requirements Engineering and Management; Agile Systems Engineering; and Model Based Systems Engineering (MBSE). In addition to his educations and certifications in SE, Subash have continued his active involvement in various research, outreach, and practical implementations of SE initiatives.
Outside of MITRE, Subash continually helps systems engineering body of knowledge through his active role within local and national INCOSE working groups. Dr. Kafle served as the President of the Washington Chapter of INCOSE in 2018. Dr. Subash have authored multiple journal and conference papers including but not limited to Prioritization of Component to Component Links for Testing in Component Based Systems,” published in the ITEA Journal, 2015. He co-authored and presented a peer reviewed conference paper: “SE Technical Leadership – A Model Based Framework” Published at INCOSE IS, 2018 and “Challenges and Opportunities for New Generation of Systems Engineering Leaders” published at INCOSE IS, 2017.  He also has presented at multiple conferences that include: “Improving System Recovery by Prioritizing Component Dependencies”, SEDC, 2016; “Identification of Critical Integration Points Using Multi-Dimensional Dependency Analysis”, NDIA, 2013.
Dr. Shakila Khan is an Agile Systems Engineer at the MITRE Corporation.  During her tenure, she has helped supported Federal Agencies in their journey to learn about, adopt and implement Agile.
In addition to Agile Systems Engineering, Dr. Khan’s experienced in system conceptualization, requirements and design, architecture, and user testing. Among Shakila’s educational credentials is a Master’s degree in Systems Engineering from the Johns Hopkins University and a Doctorate in Engineering Management from George Washington University. Dr. Khan has served the INCOSE WMA chapter for 5+ years.
