This is a stupid bug. I believe you can fix it by changing line 360 in sim/portrayal/inspector/ChartingPropertyInspector.java
from
(lastTime < time || !updatedOnceAlready)) // bug fix
to
(lastTime + globalAttributes.interval <= time || !updatedOnceAlready)) // bug fix
