It would appear that the central question is one of admin rights. I run ME on three machines: one at the community college, where I have local admin rights and had no trouble installing recently (i.e. a few weeks ago); one on my personal laptop, where I should have no troubles but have not tried to update since version 7.2; and one at the U of Michigan library, where I will never have admin rights and going through channels to get things installed is a bear -- and sometimes doesn't work at all. E.g. IT has not yet figured out how to install fonts, of any kind, ever.
I haven't seen that machine for more than a year since we're still working from home, but it likely has a version of ME that is two or three years old, with little likelihood of getting it updated soon.
Not sure if this tells you anything except that your user base is diverse!
