John -- I don't remember what system you're working in, but in III we are able to export files of MARC checkin records (which include OCLC record number) and then batchload those to OCLC for them to create LHRs.  I'd talk to the batchload folks at OCLC as I know they have a vested interest in getting that data into their system in batch process.  --Steve
