No, it was MARC8 in and MARC8 out.  The problem was that Translate Into MARC8 was set in the Preferences.  It wasn't marked in MarcTools, and I didn't notice that Translate Into MARC8 was greyed out in MarcTools.  The grey is perhaps a bit too dark, and hard to distinguish from black.

Here's a suggestion.  If Translate Into ... is set in Preferences, put a  checkmark on it in MarcTools (in addition to greying it out).  That way, it is obvious what is set and what is not when you execute.
