I'm trying to fix the records for EBSCO database books. These are the
books that are included in many of the full-text databases, not the
netlibrary ebooks.

These have the publication date in the 856$3 field, in the format:
=856  40$3Full text available 4/1/2003 - 4/1/2003.

To start with, I fiddled with it in EmEditor with a macro and now have
the date in a separate field as just the year (these are not serials,
so the end date is the start date in almost every case.)

So I have the dates appearing as just the year (no month and day) in a 909$a.

Now I want to put the date into the 260$c  with proper punctuation
before and after the $c field. I want the date to show up as  "
:$c2003."

I know how to copy or move it into the $c, but need some help with
putting the correct punctuation and space in.  Can someone hlep with
this?  I assume that maybe this would work well with a  regex.

Suggestions?
