MarcEdit needs to have write access to the C:\Users\[user]\AppData\Roaming\marcedit directory. This isn't a directory that IT groups should lock -- but if it is, then MarcEdit will not be able to save preferences when it attempts to. When MarcEdit cannot save preferences, generally, it will just move on. This is also why you are seeing the rules file being asked for -- because it saves the path into the preferences.
I'd make certain that your user (the user you are running marcedit under) can save to the path defined as the application path (easiest way to find out what that is, Open the program, select help, and then shortcuts/application path.

Hi everyone,
I updated to MarcEdit 5.6 today and noticed that I can’t save any preferences. I also have to locate the rules file every time I run MarcValidator.
I tried going back to version 5.2, but the ability to save preferences has been lost in that version too.
I’m on Windows 7, 32-bit, with the 4.0 version of .NET framework.
