It should indeed show the HTML codes for characters that don't have a
proper MARC-8 character. In the case of Shostakovich, and probably some
of the others, the source file must not be encoded properly (or in the
way that LC Authorities encodes things in UTF-8, at least), as when I
use MarcEdit to pull Shostakovich's NAR from LC Authorities and
translate it to MARC-8, I get:

Shostakovich, Dmitri{breve}i Dmitrievich,$d1906-1975

rather than:

Shostakovich, Dmitri&#x12D; Dmitrievich,$d1906-1975

So, there seems to be a problem with combined hacek/caron vs. combining
caron, at least (10D, 11B, and 12D appear to be characters including
the caron).
