Yes -- it's something you can turn off. And for records that are UTF8 (identified that way when you load the file or via character entry) -- then diacritics popup will not display.

Possibly irrelevant questions (we can only use v5.2 having no .NET 4+ capability on our old win machines), but (a) can it be "turned off" even if it's "on" by default? (I think you had mentioned this previously) and (b) how will it affect UTF-8 input with properly formed characters? (we have nearly 40% of our records in French, use French keyboards or e.g. <Alt>+133 for à aacute.)
