So I have seen this happen before for a couple of reasons:
1) The number of fields attached to the record are too large to export.  In this case, its up to the ILS to truncate the available data to provide a MARC record that fits within the MARC specification.  Sometimes, systems will do this, sometimes they won't. 
2) When using some export formats, if records didn't have holdings, the server will find the document, but won't return the record (this is primarily when retrieving in OPAC format).
