Hi Steve, 

In the Alma documentation (https://knowledge.exlibrisgroup.com/Alma/Product_Documentation/010Alma_Online_Help_(English)/040Resource_Management/060Record_Import/020Managing_Import_Profiles#Creating.2FEditing_an_Import_Profile:_Normalization_and_Validation) it says: "When records are imported, the normalization rules are applied to the bibliographic record data when saving the records, which occurs after any configured match and merge actions have been processed." 

We have normalization rules strip order data from records, and this certainly seems to be happening after matching.  Are you using a workflow where you're seeing normalization happening first?
