Sorry, I think I got (and subsequently shared) some incorrect information!  

We actually don't want to change the indicator in the 830 field, we just need to remove the field entirely!  So, reworking what I sent originally - Out of the 490s and the 830s that we're working with: 

=490  1\$aCRS report ;$vR44999.
=490  0\$aHeinOnline U.S. Congressional documents.

=830  \0$aCRS report for Congress ;$vR44999.
=830  \0$aU.S. Congressional documents.

We simply need to remove that corresponding 830 field entirely.  

=490  1\$aCRS report ;$vR44999.
=490  0\$aHeinOnline U.S. Congressional documents.

=830  \0$aCRS report for Congress ;$vR44999.

I suppose the trouble there is then simply making sure that we have identified the proper 830 field before removing it.  Sorry for the confusion!
