I linked to a Youtube video. This was an interesting question -- and I spent some time today thinking and working on it. And the more I worked on it, the more I started to see different ways workflows could be designed around this question (not specifically this vocabulary - but to allow for the easy ingest of json-ld specifically). This is a work in progress -- but you can see what that work looks like.
And to answer your question -- I do now have an XSLT that can do this.

Thanks for looking into it. I got a response from someone at Homosaurus. They could not find anyone who knew of a SKOS->MARC transformation. Since a local authority file wouldn't need the broader, narrower, or related terms, maybe the best way is to convert the CSV file to Marc file.
