I can think of two ways to do this –
1. Using the Edit subfield – you can use the move field data option. This will move the data in the 008 and create a new $c with the data from the 008 in it. You could then run a Replace function looking for multiple $cs and delete the first one.
2. You could do a replace function – regexe/multiline and capture the data from the 008 and move it to an existing 260/264 yourself based on data in the record. Its just a bit more complicated from a process perspective as you’d need to make sure the regex was correct to capture data from multiple points and on reassembly, that all data captured was returned to the record.

On version 7.2.54. In settings, when I enter my OCLC API key entries and hit ok, it tells me the settings have been saved but the info doesn't seem to stick. If I reopen MarcEdit, "Tools > OCLC Operations is greyed out and if I and go back into to settings, the info is blank once more. If I go to export OCLC options I get an "unable to locate your primary integration file at c:/...integrations.xml" error.
Resetting configuration data doesn't seem to fix the problem.

Try hitting apply first in the preferences before clicking ok and restarting MarcEdit. It should matter, but check. What I honestly didn't test before doing this was what happens if you didn't have oclc properties prior to installing MarcEdit (I was more worried about if you didn't have them). My guess - if you are adding new properties - the tool is expecting the integrations.xml file to be present and isn't generating it. I'll test this scenario and if that's the case, I can post an update.

into the application configs folder:
C:\Users\[username]\AppData\Roaming\marcedit7\configs. Make sure you right click on the file, properties, and unblock it (windows will treat it as untrusted since it's come from the internet - which may limit the ability to write to the file based on your group policies)
If the problem is that the file isn't being generated, this will correct it.

Subject: [MARCEDIT-L] OCLC integration settings not saving
On version 7.2.54. In settings, when I enter my OCLC API key entries and hit ok, it tells me the settings have been saved but the info doesn't seem to stick. If I reopen MarcEdit, "Tools > OCLC Operations is greyed out and
if I and go back into to settings, the info is blank once more. If I go to
export OCLC options I get an "unable to locate your primary integration file at c:/.integrations.xml" error.
Resetting configuration data doesn't seem to fix the problem.

This is how I get to it (from within the Marc Editor).
Go to Tools --> z39.50/SRU Options --> Marcedit z39.50/SRU Client. Then click *Actions* and select Add New Z39.50 Server.
