A better question might be to ask, "why do you want to clean up this data?"
Here's why. The content of the 260 $c is determined by the cataloging rules for recording the date of publication. These rules specify that this is a transcribed piece of information. While normally the data of publication, there are instances where the copyright date is an acceptible substitute for the date up publication, and the use of a copyright date in this subfield/element is indicated by prefacing the date with a "c". These rules also specify that if the date is being recorded from a non-standard source (aka, the "prescribed source"), then it is to be surrounded by brackets. (And when the data preceding the date is also from a non-standard source then the leading bracket is placed before the first such data element.)
Consequently, the "clean up" you are proposing will wreak havoc with the cataloging in the records. Those annoying c's and brackets are a form of markup that informs the cataloger (and possibly the user) as to the nature of the date data in the record -- whether it is a publication date or a copyright date, and whether it is on the title page or drawn from somewhere else.
Karen Coyle has written about the "data-ness" of our data, i.e. the ability of machines to use and manipulate it. The 260$c is one of those places where "data-ness" is currently less desirable. The corresponding place for data-like entry of the date of publication is the fixed field bytes for Dates.
