I deal with this all the time with our eBrary ebook records. I use Innovative though. Because of some local quirks we set up with our loading configuration, non-OCLC record numbers get stripped out. I am forced to use MarcEdit to manipulate the source 001 to create a corresponding 035, which will then survive the loading process. When the file of records for dropped titles shows up, I do the same thing, but then also add a key datum to flag the records for withdrawal -- in Innovative this is a proprietary control field but I imagine your proposed "Delete Me" note or Ldr byte would work just as well if you immediately processed the subsequent deletions. I then import the edited file of dropped titles, which now overlay the existing copies in the ILS. In the ILS, compile the file of records with the key datum. Purge the file.
Just noticed you are the vendor rather than the recipient -- you could be super nice and deliver your files with your control numbers in the 035, and offer to configure the dropped titles file with whatever key datum your clients would like for managing their record purging process. They will need their file loader configured to match on the 035 of course.
Hopefully the general functionalities are equivalent across ILS platforms even if the specific system details aren't.

Large University Library decides to buy access to 3000 online videos. The videos come with downloadable MARC records and local URL information. The distributor of these videos has numerous contracts with video producers to make its content available. One of these contract is not renewed with the distributor and results in pulling 200 titles out of the collection of 3000. The Distributor wants to make pulling the associated MARC records easy for its customers. What options might be available to do a batch delete????

Ideas I have considered:
1. txt file with unique identifiers
2. LDR, d delete code in position 05
3. New MARC file with the 200 titles and an added 9XX which includes something to effect "Delete Me." Use a find duplicates and replace with new function. Then find all "Delete Me" records and delete.
4. Can I come up with a generic method which will likely work in all ILS?
5. When the records are loaded locally, are they assigned a new unique identifier in 001?
6. If so, and 001 is added to 003 to produce 035, like in voyager, what would I use for the unique identifier if there are now 2 035 in the record.
