I believe these are the lengths for each format based on the 1st byte of the 007 (more information at MARC 21 Bibliographic documentation [1]). Each format of material needs a different number of 007 bytes to cover all of its aspects. So, 'a' for map/cartographic length is 8 bytes; 'c' for Electronic resource length is either 6 or 14 bytes; 'd' for Globe length is 6 bytes; etc.

Since the 006 is based on the "variable" portion of bytes in the 008, it is always a fixed length, 1 for the material type/form of material (006/00), plus 01-17 for codes that would have been coded in the 008/18-34 if the 008 weren't being coded for something else (the MARC 21 documentation's explanation of this is most likely clearer than the way I just phrased it [2]).
