Doreen,
If you are searching LC's database, please note that our server
application doesn't actually support any Completeness attribute
other than "incomplete". If you send another valid value, the
search won't fail, but your request will not be supported
as you had hoped.
More information about this can be found at this Web address:
http://www.loc.gov/z3950/lcserver.html#coma
If you are confident that your titles are accurate, I would
recommend sending left-anchored, right truncated searches.
If you send a keyword phrase, the phrase can appear anywhere
in the title and can also be matched in a contents note.
Example of keyword phrase:
Z> f @attr 1=4 "building digital libraries"
Number of hits: 2
Example of Left-anchored, right truncated search:
Z> f @attr 1=4 @attr 3=1 @attr 4=1 @attr 5=1 "building digital libraries"
Number of hits: 1
Another caution: If you use keyword phrases, the phrase will
not be matched in our index if it crosses a subfield boundary --
e.g., 245$a and 245$b. That is not the case with left-anchored
searches.
Please contact me directly if you have additional questions
about searching LC via Z39.50.

Under the Advanced Properties of Modify Database, I selected the phrase search and came up with results numbering over 24,000. Reading LC's page on Z39.50, it sounds like I would need the Completeness attribute with value 2 to lower my results--which means a custom search. This is where I am running into trouble. I tried the following format:
