I'm aware of a few:
1) USEMARCON (free) -- http://www.bl.uk/bibliographic/usemarcon.html
2) MARCConvert (free) -- http://www.systemsplanning.com/marconvert/

I've considered looking at integrating the functionality of USEMARCON into MarcEdit, but as long as the program continues to be supported, I've put it off for other things.
