The setting you are using isn't designed for what you are asking.  These are used to determine which record, when pulling across multiple databases, to keep.  Unfortunately, if you search OCLC, you'll get every record with that ISBN.  To fix that, you'd have to change your query or approach the process differently as Z39.50 doesn't use the kind of criteria that you are providing.  But I’m not sure you'll get exactly what you want.   About the best way to solve this is to take one record per query -- but in that case, you get what you get when OCLC provides it (though you could set some preferences via additional z39.50 attributes)

I figure I've got something misconfigured: I have a sample of 50 ISBNs I'm attempting to search in zcat.oclc.org. They yield 475 records. I'd love to make use of some automated processing (e.g., only grab one record per search, preferring the record my library already has attached holdings, after that preferring the highest holdings count given the bib ain't for an online resource... e.g.#2 MARCEdit's z39.50/SRU client > actions > preferences > "download the most complete records" function). When I select "download the most complete records", I always retrieve the same number of records: 475. I've attempted tweaking the Control Fields value to no effect.

You got suggestions for my next attempted tweak?
