That makes sense, Stephen. I have two questions though.
When I was working with the Springer Springer records, as opposed to the OCLC Springer records, some of them did not have a DOI. Is that no longer the case with the OCLC Springer records? Do any of the non-Springer URLs have DOIs?

Here is how we remove the non-Springer URLs from provider-neutral records:
Change all 856 fields containing "http://dx.doi.org" into 956 fields.
Delete all 856 fields.
Change 956 fields back into 856 fields.
One reason that the number of records from Springer is different from the number of records from OCLC is this: Springer often provides separate records for individual volumes of a multipart item, usually with the same DOI. OCLC uses a single record for these items. You will note in the file email from OCLC WCS announcing the availability of new record sets there is usually a line near the bottom saying how many records were not included. On inquiry, OCLC said that those records not included are due to this elimination of duplicates.
