What version of the software has been installed? User only install or the combined installation?

I'm writing a script that will make use of cmarcedit's join command, but every time I attempt to invoke cmarcedit from Powershell or Command Prompt, I get the following error message:
A fatal error was encountered. The library 'hostpolicy.dll' required to execute the application was not found in 'C:\Program Files\dotnet'.
Failed to run as a self-contained app.
- The application was run as a self-contained app because 'C:\Program Files\Terry Reese\MarcEdit 7.5\cmarcedit.runtimeconfig.json' did not specify
a framework.
- If this should be a framework-dependent app, specify the appropriate framework in 'C:\Program Files\Terry Reese\MarcEdit
7.5\cmarcedit.runtimeconfig.json'.
I've used cmarcedit fairly recently, so this came as a surprise. Has anyone else encoutered this?
What I've tried: restarting my computer :-) & Googling the issue for longer than I'd like to admit
