No -- there is a setting in the preferences that allows you to set the max number of records you can pull down per search at a time. In a batch context -- this is # of records per search -- but you can do as many batch searches as you want. Which means -- say I set the download limit to 20, and made 500 queries and each query returned 20 records [let's say this is an overly broad search] -- you'd pull down 10000 records.
