Sorry for the misunderstanding -- as I noted, how this manifests isn't consistent and had only been reported once. And fixing the issue was easy -- you just uninstall the Database Runtime. My guess, this runtime will become less necessary as Microsoft phases out the 32 bit version of Office.
Regardless, I've modified the installer to utilize the older 2010 database engine component. Microsoft has two database engine components that are compatible with msi and click to run office installs -- I chose the smaller runtime. Since I've not been able to recreate this behavior in any of my environments, I'm asking folks (different thread) to give a staged install a try to see if it works better in these mixed environments.

Enterprise. The computer itself was my home computer (since we'd all been working at home for >1 year and only just starting to come back).
I was actually a little surprised I had a 32-bit version, since I didn't recall being offered a choice when I initially installed it in March/Apr
2020 and therefore assumed I'd been served 64-bit. Maybe it defaults to
32 if you don't explicitly choose and it was my error in not clicking through to the place where you can (as I now know that you can do, although once you get there the default is 64).

I'm not sure how/if I can look into my own group policy situation for Office.
I guess when you said "could cause problems with 32 bit Office" I assumed that meant MarcEdit behaving oddly, not that it would break Office itself. If nothing else, perhaps a warning message during the install if the user clicks the checkbox for the OCLC plugin, that "if you have 32-bit Access/Office, installing this may cause it to fail to launch, proceed at your own risk"?
