Minor adjustments to ECJ 11 downloaded code

1. The ECJ web page had pointers to older code URLs; we've updated
them.  So if your downloaded code is running as version 10, get a new
version.

2. The version 11 code had an extraneous directory (ec/app/sim/)
containing some java code which can't be compiled without MASON.  This
is a project we did a while back and did not intend to include in ECJ.
Feel free to delete the whole directory.  I've just posted a mew
version of the code online with the directory deleted.
