Foreign Talent Program Invitations

This is a reminder that certain foreign governments increasingly are targeting U.S. faculty members through invitations to join foreign talent programs.  Accepting such offers involves risk, given the current political climate, and may even jeopardize your ability to receive federal funding.

Many U.S. federal funding agencies, including DoD and NSF, have expressed concerns about the security risks associated with foreign talent programs, particularly when those talent programs come from certain countries that the U.S. Government has deemed a “Foreign Country of Concern” (currently China, Iran, North Korea, and Russia).  While these concerns have existed for years, recently, the U.S. Government has placed even more emphasis on the undue influence foreign governments exert using these talent programs and the threat these programs pose to U.S. research. It is unlikely that the U.S. Government’s attitudes toward foreign talent programs or its disclosure requirements will soften any time soon.

If you have federal funding or are pursuing funding from U.S. agencies, the risks associated with participation in a foreign talent program are especially high. Participation in a talent program requires the prior approval of your Dean under Mason’s Conflict of Commitment policy, may need to be disclosed to your U.S. Government sponsor, and may result in a proposal being rejected by the funding agency if the government determines the security risks are unacceptable.
